A second shooter is in critical condition.
Sydney police said casualty numbers are expected to change as the operation continues.

Emergency services were called to Campbell Parade at about 6.45pm on Sunday, following reports shots had been fired.
Officers from Eastern Suburbs Police Area Command attended, assisted by multiple resources from across the city.

Police have urged the public to continue avoiding the area.
A multiagency response has remained ongoing, with an extensive crime scene established as investigations continue.
Police have confirmed there have been no reports of any other incidents in Sydney connected to the shooting.

Hundreds of people were seen fleeing the scene at about 6.40pm on Sunday and video has shown two men wearing black clothes shooting guns near the beach carpark.

The national terror threat level had been set as “probable”, meaning there was a 50 per cent or greater chance of a terror attack.
